HTL Rentals in my opinion is the best place to rent a buggy on the island of Cozumel. (Cozumel only. see car rentals for PDC) To do so book directly through their website. You will see people who imitate representing them but they charge for their services. You can get to their office by a short walk from the ferry pier. www.htlrentals.com
