Leme, Rio de Janeiro, Brasilía

Chapéu Mangueira RIO DE JANEIRO, BRAZIL - Chapéu Mangueira is the smallest favela in Rio’s Zona Sur (tourist zone) and occupies a privileged position along Copacabana’s coastline. Looking down over Leme at the north end of Copacabana beach, behind to Botafogo and out to Urca, Sugar Loaf and Guanabara Bay. The area was first occupied by the Brazilian army who built a look-out post high up on the hill at the end of the nineteenth century. Soldiers built makeshift houses in the surrounding areas and so the informal construction of the community started. The army officials were later joined by construction and railway workers, and later by economic migrants, primarily from Brazil’s northeast. Approximately 2,000 people now live in the favela, the majority of whom have been there for over twenty years. History In its infancy the favela lacked any meaningful state-presence and largely evolved through a process of self-organization. This shared history of struggle and the small size of the favela (34.595m²) have helped generate a very friendly and highly sociable dynamic among the moradores (locals). Unfortunately it also created the space needed for local drug trafficking organizations to establish a presence during the 90s. The area underwent a peaceful pacification process in 2009 and since then has had an ongoing police presence. As a result the area has become increasingly popular with tourists and has gained a reputation as something of a culinary destination. New openings, cultural events and parties continue to bring new visitors to the area. This includes international tourists, but also middle class Brazilians who had in many cases, never visited a favela before. Challenges Despite significant improvements to security, drug traffickers still maintain a presence and occasionally guard the favela’s entrance. While they do not pose a direct threat to the locals or tourists – they actually forbid robberies in the neighbourhood and are surprisingly polite - some may find their presence intimidating, especially if they have not been warned. For this reason – and despite the fact that such encounters are both infrequent and largely uneventful - the Favela Funhouse team wish to highlight this possibility to anyone considering visiting. Until this situation changes, which is unlikely to happen until drugs are legalized in Brazil, we consider the Favela Funhouse is suitable only for the following people: - Those unintimidated by the possibility of passing by armed police and/or drug traffickers. - Those who feel confident that they can walk up a hill and some steps (100m; 10 mins walk or 50m; 5 mins walk, if you take a taxi or moto-taxi) - Adults
